Declarație publică pe marginea actului de demolare abuzivă a lucrări „Apartamentul Deschis”

Apartamentul Deschis (2009-2026 / autor: Ștefan Rusu / curator: Vladimir Us / producător: Asociația Oberliht) este o replică funcțională a unui apartament din anii 80’, proiectat pentru a reprezenta identitatea proiectului Chioșc. Amplasat în scuarul B68, în calitate de platformă publică de manifestare, Apartamentul avea să răspundă nevoilor comunității independente de artiști care, în lipsă de suport instituțional, s-a ciocnit cu problema absenței unor oportunități de participare, de spații de lucru și expoziționale, cu un accentul pe promovarea artei contemporane în rândul publicului larg.

Apartamentul Deschis a fost inaugurat pe 31 octombrie 2009, în prezența autorului, curatorului, membrilor comunității artistice și a reprezentanților Direcției municipale de Cultură, aducând în discuție o funcție pierdută – cea de educație prin artă, iar programul său public a debutat cu o serie de proiecții de artă video și film experimental ce aveau să familiarizeze locuitorii orașului cu genuri noi de artă. De-a lungul anilor, Apartamentul Deschis a gazduit proiecții de film, târguri culturale, lansări de reviste, recitaluri poetice, competiții sportive, petreceri comunitare și concerte de muzică cu participarea profesioniștilor și amatorilor, care se simțeau excluși din circuitul festivalier și comercializat al instituțiilor de cultură. Din momentul instalării sale și până recent, acest spațiu a găzduit un program de rezidență pentru artiști locali și invitați din alte țări, încurajând crearea unor lucrări noi de artă produse în raport cu contextul şi realităţile locale și care reflectau transformările urbane prin care trece orașul. Pe parcursul întregii sale existențe, Direcția municipală de Cultură a evitat să organizeze vreo manifestare în spațiul său, favorizând în schimb parcarea neautorizată de automobile din scuar.

Pe 3 iunie 2026, lucrarea „Apartamentul Deschis” a fost demolată, fără niciun preaviz și contrar planului de amenajare a scuarului elaborat de arhitectul Roland Rotar, în acest sens a fost sesizată poliția să documenteze acest caz abuziv (video de Valeria Barbas): https://www.facebook.com/share/v/1RQam9bwJ5/

Cazul Apartamentului Deschis nu este unul izolat sau întâmplător. La început de iunie, a fost organizat ultimul transport de lucruri de la Casa Zemstvei. În aceeași perioadă a fost confirmată avansarea procesului de vânzare a Stadionului Republican către Statele Unite, iar acum – demolarea abuzivă. Se conturează deja o problemă generală prin care cultura alternativă și spațiile publice accesibile (în care deseori aceasta se manifestă) sunt îndepărtate sistematic și în ritm accelerat din Chișinău (mai ales în centru). Este extrem de îngrijorător cum infrastructura culturală este ștearsă din viața orașului peste noapte și continuă să se diminueze fără noi perspective de dezvoltare. La fel de îngrijorătoare este incapacitatea autorităților să înțeleagă valoarea și necesitatea pentru astfel de spații și să trateze sectorul cultural independent ca pe un actor relevant și de la egal la egal.

Toate aceste acțiuni atât din partea autorităților centrale, cât și locale, arată o direcție clară – de a scoate cultura alternativă, accesibilă, gratuită din centrul orașului. Logica profitului și a rentabilității este singura care ghidează administrațiile curente, însoțită de o înțelegere rudimentară și limitată a ceea ce înseamnă CULTURĂ VIE. 

Petiție

Considerăm revoltător, abuziv și ilegal faptul demolării Apartamentului Deschis (compoziție arhitecturală) și solicităm Primăriei mun. Chișinău restabilirea lui pe locul unde a fost amplasat până acum, în scuarul din str. București 68 din Chișinău, odată cu refacerea identității civice a scuarului în calitate de un spațiu cultural în aer liber gestionat în colaborare cu inițiative civice locale. Totodată cerem returnarea tuturor echipamentelor, mobilierului și instrumentelor, care aparțin Asociației Oberliht și care au dispărut în urma demolării.

În susținerea poziției noastre venim cu următoarele argumente:

1. Decizia de demolare contravine proiectului de amenajare a scuarului din str. București 68 (arhitect: Rolan Rotari), examinat și aprobat de Consiliul Național al Monumentelor Istorice pe lângă Ministerul Culturii al RM, la data de 13 octombrie 2023. Conform materialelor prezentate la CNMI, beneficiarul proiectului este Pretura sectorului Buiucani. Toate procedurile legale, regulamentele în vigoare și soluția avizată de Consiliul Național al Monumentelor Istorice trebuie respectată întocmai. În forma prezentată și aprobată, proiectul prevedea păstrarea pavilionului (Apartamentului Deschis) și integrarea lui în scuarul reamenajat. 

2. Demolarea s-a petrecut fără vre-un preaviz sau notificare oficială, ceea ce încalcă legislația în vigoare (LP239/2008 art 5,7,8; Cod administrativ art 32, 35; LP436 art 8, 14 (z1)).

3. Apartamentul Deschis (AD) a funcționat între 2009-2025 în calitate de spațiu incluziv pentru diverse comunități: artiști de artă contemporană, muzicieni, arhitecți și urbaniști, sociologi, antropologi și cercetători locali și internaționali interesați de tema spațiului public, comunitatea de bicicliști, ecologi, activiști civici, inclusiv pentru membrii comunității LGBT. În acest sens spațiul AD a fost menținut deschis și accesibil pentru toată lumea, fără să fie cineva discriminat pe bază de gen, vârstă, limbă, apartenență etnică sau politică etc., așa cum ar fi trebuit să fie caracterul unui spațiu public într-un stat democratic.

4. Declarațiile primarului Ion Ceban, precum că acest spațiu ar fi fost în paragină de câțiva ani sunt complet false, având în vedere că în scuarul din str. București 68, pe parcursul multor ani, au fost organizate numeroase evenimente, spațiul AD fiind un loc activ, cu acces public, în pofida automobilelor parcate neregulamentar, care blocau o mare parte din scuar, transformându-l într-o parcare improvizată și pe care Direcția Generală Cultură și Patrimoniu Cultural a mun. Chișinău a legitimizat-o până acum. Singura pauză a fost vara trecută (2025), din cauza lipsei curentului electric și procedurilor birocratice existente în subdiviziunile primăriei, ceea ce a încetinit cu mult procesul de reconectare a AD la sursa de energie electrică.

5. Demolarea Apartamentului Deschis a avut loc pe 3 iunie 2026, iar în procesul dezmembrării AD au fost sechestrate bunurile (echipamente audio și electrice, mobilier, instrumente ș. a.) care aparțin Asociației Oberliht și care nu au fost returnate nici până în prezent.

6. Demolarea Apartamentului Deschis impactează negativ și la nivel infrastructural ecosistemul și așa fragil în care activează membrii sectorului cultural independent din Chișinău și poate fi calificat ca un atac la activitatea unei organizații neguvernamentale.

7. La recomandarea Ministerului Culturii al RM, proiectul de amenajare a scuarului din str. București 68 trebuie implementat respectând legislația în vigoare, cu grijă față de patrimoniu, față de memoria locului și față de comunitățile care au contribuit sau contribuie la viața culturală a Chișinăului. În acest sens venim cu precizări că scuarul de pe strada București, 68 a fost deja amenajat din fondurile Primăriei printr-un proiect câștigător în cadrul programului Buget Civil și cu participarea comunității artistice și a locuitorilor. Acesta a inclus instalarea de mobilier urban, urmând să fie transformat într-un spațiu pietonal. Lucrările de amenajare a scuarului „București 68 – scuar cultural” au demarat în iulie 2018, după ce proiectul fusese propus și aprobat pentru finanțare de către cetățeni în sesiunea din 2017. Tot atunci au fost montate băncile, coșurile de gunoi și barierele pentru a opri automobilele, care erau parcate neregulamentar în scuar (acestea fiind demontate la scurt timp după instalare la indicațiile Direcției Cultură, scuarul transformându-se din nou într-o parcare).

8. Lucrarea Apartamentul Deschis, realizată în cadrul proiectului Chioșc, are o valoare incontestabilă atât din punct de vedere artistic cât și urban / arhitectural. Cele mai recente prezentări ale sale au avut loc la Muzeul Național de Artă al Moldovei (Chișinău) în cadrul expoziției „Semințe ale Speranței: activare, recuperare, abilitare / Seeds of Hope: engaging, reclaiming, empowering” (noiembrie 2024): https://www.youtube.com/watch?v=rnIzmwpUw-0, în cadrul expoziției „Common Landscape / Greeting a Stranger” (martie 2025) organizată de Galeria Arsenal din Bialystok, (Polonia) și în cadrul expoziției retrospective „Sense of Autonomy (In Search of)” (mai 2025) – organizate de Asociația Oberliht în parteneriat cu Galeria Middle Art Space din Taipei (Taiwan). În 2012 Apartamentul Deschis a fost nominalizat la „Premiul pentru Spațiul Public Urban” organizat de Centrul de Cultură Contemporană din Barcelona (CCCB), fiind unicul proiect (la acest moment) din Republica Moldova, care se conține în această bază de date, iar în aplicația pentru cea de-a 61 ediție a Bienalei de Artă din Veneția, Apartamentului Deschis a figurat al 6-lea din 17 proiecte preselectate pentru a fi prezentate în pavilionul Cehiei și Slovaciei în 2026.

9. Proiectul „Chioșc – punct de informare cultural / platformă publică de manifestare” în cadrul căruia a fost elaborată lucrarea „Apartamentul Deschis” a fost realizat în perioada 2008-2010 din fondurile Fundației Culturale Europene, fiind unul din cele 20 proiecte câștigătoare, selectate dintr-un număr de cca 400 aplicații parvenite din întreaga Europă. Demolarea lucrării Apartamentului Deschis va afecta nu doar identitatea culturală al scuarului din str. București 68, creată de-a lungul anilor, dar va duce, consecutiv, la anularea programelor deja planificate pentru acest an și la excluderea echipei Asociației Oberliht, a voluntarilor, membrilor comunității artistice și altor comunități de la un spațiu amenajat pentru participare – un precedent ce ar pune sub risc viitoarele proiecte culturale realizate din fondurile naționale și europene de finanțare. În lipsa unei siguranțe că proiectele susținute din fondurile publice vor avea continuitate și se vor putea derula în condiții previzibile, acest suport ar putea fi sistat. Pe această cale dorim să atenționăm atât autoritățile municipale, cât și cele naționale despre faptul că un asemenea comportament (inadecvat) ar trebui penalizat din start. 

Revendicări

1. Returnarea echipamentelor, mobilierului, instrumentelor și altor bunuri care aparțin Asociației Oberliht și care au fost sustrase fără voie în urma demolării „Apartamentului Deschis”;
2. Reamplasarea „Apartamentului Deschis” în scuarul B68 din bugetul public sau din contul celor care se fac responsabili de demolarea abuzivă a acestuia;
3. Solicităm Ministerului Culturii al RM și Inspectoratului Național pentru Supraveghere Tehnică investigarea încălcărilor admise în procesul de execuție a lucrărilor de amenajare a scuarului din str. București 68 (B68), avizat de către CNMI;
4. Creșterea transparenței în procesul de distribuție a fondurilor publice destinate organizațiilor neguvernamentale prin intermediul concursului de finanțare nerambursabilă pentru proiecte culturale organizat de Direcția Generală Cultură și Patrimoniu Cultural Chișinău;
5. Îmbunătățirea mecanismului de bugetare participativă „Buget Civil”, prin care să se asigure continuitatea proiectelor și co-mentenanța acestora de către autorii proiectelor și autoritatea publică locală;
6. Instituirea unui mecanism clar și previzibil pentru acces la spații de lucru și de întâlnire cu publicul, pentru artiști și lucrătorii din sectorul cultural independent în municipiul Chișinău;
7. Solicităm Procuraturii și Consiliului pentru Egalitate, investigarea declarațiilor instigatoare la ură față de comunitatea LGBT, făcute de primarul Ion Ceban.

În vederea obținerii celor solicitate ne rezervăm dreptul de a întreprinde și alte acțiuni pe cale legală.

Apartamentul Deschis în procesul de revendicare a spațiului public

Apartamentul Deschis își face apariția în contextul democratizării societății din Republica Moldova și trecerii la o economie de piață, supranumite și „perioadă de tranziție”. Această perioadă a fost însoțită de transformări urbane radicale de tip neoliberal prin care au trecut orașul Chișinău și capitalele altor state ex-sovietice. Drept consecință au avut de suferit atât zona istorică din centrul orașului cât mai ales infrastructura socială din cartierele rezidențiale. Trecute la balanța autorității publice locale, care s-a retras treptat de la mentenanța lor, centrele culturale și de tineret, terenurile de sport, spațiile verzi și alte spații au fost lăsate să degradeze, urmând să fie privatizate și convertite în spații orientate spre profit, fie demolate, iar în lipsa unor programe culturale noi accesul locuitorilor la oportunități de educație prin artă s-a micșorat simțitor. În același timp comerțul stradal a cunoscut o dezvoltare fără precedent, contribuind la apariția unor unități de comerț cu amănuntul (tarabe și gherete și mai uzual, chioșcuri), care aveau să transforme substanțial caracterul spațiilor publice din Chișinău, oferind orașului un aspect de piață și reducând interacțiunile interumane la relații de vânzare-cumpărare. 

Anume caracterul accesibil al acestor unități urma să fie „împrumutat” pentru crearea noului spațiu de artă cu o funcție educativă, aflate la polul opus celei comerciale. 

Apartamentul Deschis și rolul său cultural

Apartamentul Deschis este o lucrare de artă complexă (o sculptură și în același timp o instalație care poate găzdui evenimente culturale), cu mai multe nivele de citire, realizată în cursul anului 2008 și instalată în 2009 în scuarul din strada București 68 din Chișinău, lângă Direcția municipală de Cultură (azi DGCPC). În momentul creării sale, lucrarea avea 14 m2, fiind echipată cu o mică scenă suspendată deasupra scuarului. Ulterior, în 2015, suprafața sa a fost extinsă, în calitate de cinematograf în aer liber, astfel încât să permită găzduirea publicului larg.

În calitate de spațiu cultural alternativ, gestionat într-un mod auto-organizat de membrii scenei culturale independente și de voluntari pe parcursul la două decenii, spațiul a urmărit să ofere autonomie artistică și să susțină inițiative culturale și civice active la firul ierbii, contribuind la dezvoltarea unor practici de artă și de activism urban, care să genereze modele de rezistență în spațiul public.

Apartamentul Deschis și rolul său comunitar

Apartamentul Deschis a funcționat între 2009-2025 în calitate de platformă incluzivă pentru diverse comunități (artistică, activist-civică) fiind deopotrivă spațiu experimental, educațional (prin proiecția de filme documentare despre istorie, urbanism, natură, societate și economie) și de organizare pentru diverse comunități: artiști de artă contemporană, muzicieni, arhitecți și urbaniști, sociologi, antropologi și cercetători locali și internaționali interesați de tema spațiului public, comunitatea de bicicliști, ecologi, activiști civici, inclusiv pentru membrii comunității LGBT, în acest sens spațiul a fost menținut deschis și accesibil pentru toată lumea, fără să fie cineva discriminat pe bază de gen, vârstă, limbă, apartenență etnică sau politică etc., așa cum ar fi trebuit să fie caracterul unui spațiu public într-un stat democratic.

“Flat Space ” – public statement on the abusive demolition of  the building

Flat Space (2009-2026 / author: Ștefan Rusu / curator: Vladimir Us / producer: Oberliht Association) is a functional replica of an apartment from the 80s, designed to represent the identity of the Kiosk project. Located in the B68 Square, on Bucuresti Street 68, as a public platform for manifestation, Flat Space was a response to the needs of the independent artist community who, in the absence of institutional support, faced the absence of opportunities for participation, work and exhibition spaces. Its emphasis was the promotion of contemporary art among the general public.

Flat Space was inaugurated on October 31, 2009, in the presence of the author, the curator, members of the artistic community, and representatives of the municipal Department of Culture. It opened to discussion a lost function – that of education through art. Its public program debuted with a series of video art and experimental film screenings aimed at familiarizing the city’s residents with new genres of art. Over the years, Flat Space has hosted film screenings, cultural fairs, magazine launches, poetry recitals, sports competitions, community parties and music concerts with the participation of professionals and amateurs, who felt excluded from the commercial circuit of festivals and cultural institutions. From the moment of its installation until recently, this space hosted a residency program for local and international artists, encouraging the creation of new artworks produced in relation to the local context and realities; and which reflected the urban transformations the city is experiencing. Throughout its entire existence, the Municipal Department of Culture has avoided organizing any events in its space, favoring instead unauthorized car parking in the square.

On June 3, 2026, Flat Space was demolished, without any notice and contrary to the plan for the development of the square created by the architect Roland Rotar. Flat Space‘s case is not an isolated or accidental one. At the beginning of June, the last transport of things from Casa Zemstvei took place (context: Casa Zemstvei had been, for over 13 years, the only space for independent culture in Chișinău besides Flat Space; home to several initiatives and to a large, active community). At the same time, the advancement of the Republican Stadium’s sale to the United States was confirmed, followed by Flat Space’s abusive demolition. A general problem is already emerging, whereby alternative culture and the accessible public spaces in which it often develops  are removed from Chișinău systematically and at an increasing pace (especially in the city center). It is extremely worrying how cultural infrastructure is erased from the city’s life overnight and continues to diminish without new development prospects. Equally worrying is the inability of the authorities to understand the value and need for such spaces and to treat the independent cultural sector as a relevant and equal actor.

All these actions on the part of both central and local authorities point to a clear direction – to remove alternative, accessible, and free culture from the city center. The logic of profit and rentability is the only one guiding the current administrations, accompanied by a rudimentary and limited understanding of what LIVING CULTURE means.

Petition

We consider the demolition of Flat Space’s architectural composition outrageous, abusive and illegal and we request Chișinău City Hall to restore it to the place where it was located until now, in the square at 68 București Street in Chișinău. We further request the restoration of the square’s civic identity as an open-air cultural space managed in collaboration with local civic initiatives. We also demand the return of all equipment, furniture and tools belonging to the Oberliht Association which disappeared following the demolition.

In support of our position, we present the following arguments:

1.  The demolition decision contradicts the project for the development of the square at 68 București Street (architect: Rolan Rotari), examined and approved by the National Council of Historical Monuments (CNMI) under the Ministry of Culture of the Republic of Moldova, on October 13, 2023. According to the materials presented to the CNMI, the beneficiary of the project is the Buiucani District Prefectural Office. All legal procedures, regulations in force, and the solution approved by the National Council of Historical Monuments must be strictly observed. In the form presented and approved, the project safeguarded the preservation of the pavilion (Flat Space) and its integration into the redeveloped square.

2.  The demolition took place without any prior notice or official notification, which violates the legislation in force (LP239/2008 art 5,7,8; Administrative Code art 32, 35; LP436 art 8, 14 (z1)).

3.  Flat Space operated between 2009-2025 as an inclusive space for various communities: contemporary artists, musicians, architects and urban planners, sociologists, anthropologists, local and international researchers interested in the topic of public space, the cycling community, ecologists, and civic activists, including members of the LGBT community. In this sense, Flat Space was kept open and accessible to everyone, without discrimination based on gender, age, language, ethnic or political affiliation, etc., as should be the character of a public space in a democratic state.

4.  Mayor Ion Ceban’s statements that this space had been in disrepair for several years are completely false, considering that numerous events have been organized in the square at 68 București Street over the years. Flat Space’s has functioned as an active, publicly accessible place, despite the illegally parked cars that blocked a large part of the square, transforming it into an improvised parking lot (which the General Directorate of Culture and Cultural Heritage of the municipality of Chișinău has legitimized so far). The only break in Flat Space’s activities occurred last summer (2025), due to the lack of electricity and the bureaucratic procedures existing in the subdivisions of the city hall, which greatly slowed down the process of reconnecting Flat Space to the power source.

5.  Flat Space’s demolition took place on June 3, 2026, and in the process of dismantling it, several items (audio and electrical equipment, furniture, working tools, etc.) belonging to the Oberliht Association were seized and have not been returned to this day.

6.  The demolition of the Flat Space negatively impacts the already fragile ecosystem in which members of the independent cultural sector in Chișinău operate, at an infrastructural level, and can be qualified as an attack on the activity of a non-governmental organization.

7.  On the recommendation of the Ministry of Culture of the Republic of Moldova, the project for the development of the square on București 68 street must be implemented in compliance with the legislation in force, with care for the heritage, the memory of the place and the communities that have contributed or contribute to the cultural life of Chișinău. In this regard, we would like to clarify that the square on București 68 street has already been developed from the City Hall funds through a winning project within the Civil Budget program and with the participation of the artistic community and residents. This included the installation of urban furniture, and its  transformation into a pedestrian space. The development works of the “Bucharest 68 – Cultural Square” began in July 2018, after the project had been proposed and approved for funding by Chișinău’s citizens in the 2017 session. At the same time, benches, trash cans and barriers were installed to stop cars parking illegally in the square (these were dismantled shortly after installation at the direction of the Culture Directorate, turning the square back into a parking lot).

8.  The artwork Flat Space, created as part of the Chiosc project, has an undeniable value from both an artistic and urban/architectural point of view. Its most recent presentations took place at the National Museum of Art of Moldova (Chișinău) within the exhibition “Seeds of Hope: engaging, reclaiming, empowering” (November 2024): https://www.youtube.com/watch?v=rnIzmwpUw-0 , within the exhibition “Common Landscape / Greeting a Stranger” (March 2025) organized by the Arsenal Gallery in Bialystok, (Poland) and within the retrospective exhibition “Sense of Autonomy (In Search of)” (May 2025) – organized by the Oberliht Association in partnership with the Middle Art Space Gallery in Taipei (Taiwan). In 2012, the Flat Space was nominated for the “Award for Urban Public Space” organized by the Center for Contemporary Culture of Barcelona (CCCB). It was the only project (at this time) from the Republic of Moldova contained in this database. In the application for the 61st edition of the Venice Art Biennale, Flat Space was the 6th out of 17 projects preselected to be presented in the Czech and Slovak pavilions in 2026.

9. The project “Chiosc – the cultural information point / public platform for manifestation” within which Flat Space was developed – was carried out in the period 2008-2010 with funds from the European Cultural Foundation. It was one of 20 winning projects, selected from around 400 applications received from all over Europe. The demolition of Flat Space will affect not only the cultural identity of the square on București Street 68, created over the years, but will consequently lead to the cancellation of programs already planned for this year and the exclusion of the Oberliht Association team, volunteers, and members of the artistic community from a space designed for participation. This would create a dangerous precedent that would put future cultural projects realized with national and European funding at risk. In the absence of a guarantee that projects supported by public funds will have continuity and will be able to be carried out under predictable conditions, this support could be stopped. In this way, we wish to warn both the municipal and national authorities that such (inappropriate) behavior should be penalized from the start.

Demands

1. Returning the equipment, furniture, tools and other goods belonging to the Oberliht Association that were illegally stolen following the demolition of the Flat Space;

2. Relocating Flat Space in the B68 square from the public budget or from the account of those who are responsible for its abusive demolition;

3. We request the Ministry of Culture of the Republic of Moldova and the National Inspectorate for Technical Supervision to investigate the violations admitted in the process of executing the works for the development of the square at 68 București Street (B68), approved by the CNMI;

4. Increasing transparency in the process of distributing public funds intended for non-governmental organizations through the non-reimbursable financing competition for cultural projects organized by the General Directorate of Culture and Cultural Heritage of Chișinău;

5. Improving the participatory budgeting mechanism “Civil Budget”, through which to ensure the continuity of projects and their co-maintenance by the project authors and the local public authority;
6. Establish a clear and predictable mechanism for access to work and meeting spaces with the public, for artists and workers in the independent cultural sector in the municipality of Chișinău;
7. We request the Prosecutor’s Office and the Council for Equality to investigate the hateful statements against the LGBT community, made by Mayor Ion Ceban.

In order to obtain what is requested, we reserve the right to take other legal actions.

About Flat Space

Flat Space in the process of reclaiming public space

Flat Space appears in the context of the democratization of society in the Republic of Moldova and the transition to a market economy, also called the “transition period”. This period was accompanied by radical urban transformations of the neoliberal type that the city of Chișinău and the capitals of other ex-Soviet states went through. As a result, both the historic area of ​​the city center and especially the social infrastructure in the residential neighborhoods suffered. Transferred to the local public authority, which gradually withdrew from their maintenance, cultural and youth centers, sports fields, green spaces and other spaces were left to deteriorate, to be privatized and converted into profit-oriented spaces, or demolished. In the absence of new cultural programs, residents’ access to educational opportunities through the arts decreased significantly. At the same time, street commerce experienced an unprecedented development, contributing to the emergence of retail units (stalls and kiosks), which would substantially transform the character of public spaces in Chișinău, giving the city a market appearance and reducing interpersonal interactions to buying-and-selling relationships.
Thus, the accessible nature of these units was “borrowed” for the creation of the new art space with an educational function, at the opposite pole to the commercial one.

Flat Space and its cultural role

Flat Space is a complex work of art (a sculpture and at the same time an installation that can host cultural events), with several levels of reading, created during 2008 and installed in 2009 in the square at 68 București Street in Chișinău, near the Municipal Directorate of Culture (today DGCPC). At the time of its creation, the work was 14 m2, equipped with a small stage suspended above the square. Later, in 2015, its surface was expanded, as an open-air cinema, so as to allow hosting the general public.
As an alternative cultural space, managed in a self-organized manner by members of the independent cultural scene and volunteers over the course of two decades, the space aimed to provide artistic autonomy and support active cultural and civic initiatives at the grassroots level, contributing to the development of art practices and urban activism, which would generate models of resistance in the public space.

Flat Space and its community role

Flat Space operated between 2009-2025 in an inclusive platform for various communities (artistic, civic-activist) being both an experimental, educational space (through the screening of documentary films about history, urbanism, nature, society and economy) and an organizing space for various communities: contemporary art artists, musicians, architects and urbanists, sociologists, anthropologists and local and international researchers interested in the topic of public space, the cycling community, ecologists, civic activists, including members of the LGBT community, in this sense the space was kept open and accessible to everyone, without anyone being discriminated against on the basis of gender, age, language, ethnic or political affiliation, etc., as should be the character of a public space in a democratic state.

Sense of Autonomy (In Search of) – a retrospective exhibition by Oberliht Association
The exhibition opening will take place on Saturday, May 3, from 2 pm to 5 pm, at the Middle Art Space in Taipei, and will feature several Moldovan wines for degustation.

The present program aims to familiarize the Taiwanese audiences with the early activities of Oberliht Association and with Moldovan contemporary art. Curated by Vladimir Us this retrospective exhibition presents the activity timeline of Oberliht Association complemented by a limited number of videos, art works, photographs, objects, technical drawings and publications that document the work of Angela Candu, Ghenadie Popescu, Ștefan Rusu, Jaroslav Sedlak and of other artists and cultural workers, with whom Oberliht has been collaborating along the years.

Both the exhibition and the accompanying program of public events touch upon the topic of Moldovan cultural identity and the way it has been evolving during the last few decades after the dissolution of the Soviet Union and in relation to the local context of rural and urban transformations. Organized around several elements like food, clothing, transportation, housing and public spaces, the presented works offer a distinctive perspective on their meaning as a part of the daily lives of Moldovan citizens, while approaching the topic of identity through its rural (associated with traditional culture) and urban (associated with an emerging civic culture) origins and influences.

Throughout our entire lives we can adopt multiple identities so even if we look and dress the same and speak similar languages, the societal model that we adopt could differ from region to region and from country to country (in this context the term post-Soviet, when referencing to Moldova, is too general and can be rather confusing). This is to say that our contemporary identity is formed both from what we used to be and believe in in the past and what we consider to be representative for us today, including the set of values that we adhere to as a community of people and that are constantly being shaped by an evolving political system that we are part of.

As a young country, Republic of Moldova is still in the process of defining its own identity in a new global order, having to deal with a complex past, rethinking its cultural traditions and embracing new values. Relying mostly on farming activities while lacking its own natural resources, having weak public institutions and an underdeveloped civic sector, facing a demographic crisis and other important issues, Moldovans have still to identify their sense of autonomy and to negotiate their independence from much stronger actors in the region and while avoiding leaning too much towards older or newer centers of power, to find the necessary means for creation of a democratic society.

In many ways, this influenced the situation in which the independent cultural actors from Moldova (Oberliht Association as one of them) were acting during the last few decades, while facing structurally precarious conditions (lack of spaces, funding and educational opportunities) they would stay focused on the need for achieving artistic autonomy and a more just and peaceful society.

The exhibition opening will be complemented by a public talk with participation of the curator Vladimir Us, which will take place on Friday, May 9, 2025 at 7 pm at the Middle Art Space in Taipei and that will be followed by the screening of Interventions 3 film.

The Interventions 3 (curators: Natasa Bodrozic, Vladimir Us), artistic project dealing with the topic of public space took place in the city of Chisinau and its surroundings throughout August 2008, thus anticipating the Kiosk project. It gathered more than thirty participants from Moldova, Romania, Croatia, Germany and France who stayed in the city for a short term residency creating art works and reflecting over the processes producing Chisinau’s public space, the city’s visual structure, the hidden histories and experience of its inhabitants’ everyday life.

Their stay and the results of the project was documented in a catalogue, in two different issues of State of Emergency magazine / Oberliht Supplement and in this film.

The project consisted of several phases: city walks, artists’ projects, public presentations and discussions, Ghidighici Graffiti session and opening to the public of ArtHotel – a space for artistic production and exchange.

Din 2013, într-un colț al scuarului din str. București 68, în fața Apartamentului Deschis și în spatele unuia dintre sutele de chioșcuri din Chișinău, o bucată de trotuar a fost schimbată într-o mică grădină. Este doar un triunghi iregulat înconjurat de cărămizi recuperate, completat cu o cantitate rezonabilă de teren negru, gras și, evident, fertil. Pământ adus direct de la țară.

Sâmbăta trecută, în ciuda vremii capricioase noi am decis cu Ghenadie Popescu, artist și inițiatorul ideii, de a lansa o nouă fază de plantare, de a semăna solul cu semințe de floarea-soarelui, în centrul capitalei, cu încălțămintea plină de noroi, acompaniați de zgomotele mașinelor în loc de cântecele păsărilor …

Săpatul solului și trasarea brazdelor într-un mediu urban unde tu trebuie să lovești asfaltul nu este o experiență ciudată. Este un privilegiu și o plăcere foarte mare, care îți oferă o gură de aer proaspăt, în speranță că săpatul acestei umile parcele nu se va opri prea curînd. A fost plăcerea unui moment, prins într-un ocean de beton, dar evadînd și imaginîndu-mi o viață diferită, căutînd un ritm diferit, pur și simplu sperînd la o schimbare.

M-am născut într-un oraș și dau dovadă de o stângăcie teribilă în manipularea unei lopeți. Ghenadie Popescu s-a născut la sat și a lucrat câțiva ani în agricultură: am admirat îndemînarea sa și am urmat cu atenție sfaturile sale. Am fost surprins de împlinirea imediată care părea să i-o aducă această muncă. El mi-a explicat teoria și practica repetînd de cîteva ori: “nu te grăbi și bucură-te de moment”. M-am binedispus repede, am început să contemplez o altă imagine a mea: cea a unui om vesel și liniștit, prelucrînd solul. Am uitat complet de parcarea din jurul meu, alimentîndu-mi fantasmagoriile mele cu izvoare și fluxuri din afară, legate de ceva mai puternic decât obișnuita comunitate de oameni cu obiceiurile lor, fiind o parte a ceva mai profund.

Apoi, Ghenadie mi-a povestit cum el a petrecut cîteva luni la Paris, câțiva ani în urmă, cum s-a plimbat prin oraș impresionat de densitatea istoriei si a artei afișate pe străzi, contemplînd și mereu uitându-se în jur. Un pic uimit, pentru a spune adevărul, de mulțime și strivit de masă, înălțat și la un pas de epuizare. Deja prea obosit pentru a rămîne, el a mirosit din întâmplare ceva neobișnuit pentru un megalopolis – un miros curios de bălegar de cal. Și aceasta i-a dat din nou energie, el se hrănea cu parfumul unei alte lumi.

O bucată surprinzătoare de “altundeva”, pusă unde aceasta nu ar trebui să fie deloc – într-o parcare. Transformarea unei parcări prozaice și disperat funcționale prin reamintirea unui mic și adevărat paradis – o grădină plină de floarea-soarelui.

Orice om are nevoie de un subiect pentru a-și forma visele sale mari. Spațiul unui oraș nu este uniform și are o valoare simbolică. Michel Foucault numește aceasta heterotopie: o localizare fizică ce conține o utopie. Acestea sunt spații concrete ce acomodează imaginația și inconștientul. De la bordeluri la parcuri, spațiul este plin de zone marginale încărcate, cu alte cuvinte deloc neutre. Și ele au o funcție în societate – ele sunt spații ale fanteziei ce răstoarnă organizarea normală a societății.

Cred că grădina a jucat acest rol pentru mine: am trecut o frontieră și m-am regăsit într-o altă lume, depășind împrejurimile fără echivoc. Deși pare minor, eu mi-am reconsiderat stilul meu de viață (ce diferit față de o sâmbătă normală!) și mi-am schițat primele semne a unei alte lumi.

În consecință, ar fi o greșeală să subestimăm puterea latentă a unei grădini de floarea-soarelui, care apare dintr-o dată în mijlocul unei parcări.

Public gardening and the possibility of an evasion

Since 2013, in a small corner of the square “Bucharest 68“, facing the Flat Space and behind one of the hundreds of kiosks of Chisinau, a fragment of the sidewalk was changed into a little garden. It’s only an uneven triangle edged by old stones, but it’s filled out with a reasonable quantity of black ground, fatty and obviously fertile. Imported ground, coming directly from the countryside.

Last Saturday, in spite of the capricious weather we decided with Ghenadie Popescu, the artist at the root of the idea, to launch a new planting phase sowing the ground with sunflower seeds. Sowing sunflower seeds in the center of the capital, with muddy shoes, escorted with the car noises instead of the singings birds …

Digging the soil and tracing furrows where you should just pound the pavement in an urban environment is not a strange experience. It’s a privilege and a huge pleasure that gives you a breath of fresh air, hoping that it won’t stop too fast, deploring the humble area covered. It was the pleasure of a moment, trapped in an ocean of concrete but escaping and imagining a different life, suspecting a different rhythm, simply hoping for a change.

I was born in a city and I spread a terrible clumsiness while handling the shovel. Ghenadie Popescu was born in a village and worked some years in agriculture: I admired his ease and followed carefully his advices. I was surprised by the immediate fullness that seemed to bring him this work. He explained me the theory and the practice and repeated few times: “don’t hurry, enjoy the moment”. I was instantly gained by the mood, I was able to contemplate another image of myself: a man gaily and peacefully working the soil. Forgetting completely the cars parked around me, populating my phantasmagoria with springs and streams, coming from outside, linked to something stronger than the mere community of men with their customs, being the part of something more profound.

Then Ghenadie told me a story. He spent few months in Paris some years ago. Walking in the city, impressed by the density of the history and art displayed in the streets, contemplating and constantly looking out. A bit, to say the truth, stunned by the crowd and crushed by the mass, exalted and on the brink of exhaustion. Already too tired to stay, he smelt by chance something unusual in a megalopolis – a curious odor of horse manure. And it gave him his energy back; he fed himself with the fragrance of another world.

A surprising piece of “elsewhere”, put where it absolutely shouldn’t be – on a square full of cars. Transforming a prosaic and extremely functional parking through the recollection of a little and real paradise – a garden full of sunflower.

Any human needs a subject to form his big dreams. The space of a city is not uniform and has a symbolic value. Michel Foucault calls it heterotopia – a physical localization containing a utopia. These are concrete spaces hosting imagination and unconscious. From the whorehouses to the parks, the space is full of loaded marginal areas, in other words not at all neutral. And they have a function within the society: they are spaces of fantasy, inverting the normal organization of the society.

I think that the garden played this role for me: I crossed a border and moved myself in a different world, transcending the unequivocal surroundings. Although it looks inoffensive, I could reconsider my lifestyle (so different from a normal Saturday!) and draft the first signs of another world.

As a consequence, it would be a mistake to underestimate the latent power of a sunflower garden appearing suddenly in the middle of a square.

Shaping the NEW – expoziție de o zi / one day exhibition

În lunile aprilie-mai 2011, 5 artisti din Republica Moldova, Cehia, Polonia, Ungaria și Slovacia au participat la un schimb de reședințe artistice organizate drept parte a proiectului Shaping the NEW. Rezultatele acestui proiect vor fi prezentate publicului din Chisinau joi, 8 septembrie 2011 la APARTAMENT DESCHIS, sub forma unei expozitii / instalatii de o zi, specifice locului – transformind scuarului din str. Bucuresti 68 din Chisinau dintr-o parcare auto intr-un spatiu de arta.

In April – May 2011, 5 artists from Republic of Moldova, Hungary, Czech Republic, Poland and Slovakia took part in the artist in residency exchange program organized in the frame of Shaping the NEW project. The results of the residencies will be presented to the publics in Chisinau on 8 of September 2011 at FLAT SPACE, in the form of an exhibition / one day site-specific installation, aiming to transform the square from Bucuresti str. 68 from a car parking into an art space.

Michaela BOTTKOVA
I am Slovak new media artist and I am in second class of my master degree in Kosice Fine art school. 24 years old, born in Nitra and I focus in my works on photography, video, interactive installations. The main theme use to be human being and his feelings.
5 months, 2 weeks and 3 days {that long was my sickness} – is about me and my mind and feelings during my illness. Documentation of installation can show you 3 different views of the same thing / window which was in front of me all the time and I could not go outside.

Balazs KOVACS

Balázs Kovacs (*1980), philosopher, electronic musician, media artist, head of the Moire Association for Culture and Periszkop Radio, Pecs. In my works I use found objects, mechanic devices and electronic control for creating movement, network interaction, sound.
If the target of a residency is to let the artist stay abroad, then for me it was successful – i like Brno, similar to my hometown.

Karina MARUSINSKA

Karina Marusinska is a graduate from the Academy of Fine Arts in Wroclaw (Ceramics Design). She studied under scholarship programs at Pais Vasco University in Bilbao, Spain (2007) and at the Institute of Ceramics in Guebwiller, France (2008). She is a manifold scholar, laureate of nationwide and international prizes; participation in numerous exhibitions, symposia, plein-airs and festivals in both her home country and abroad.
In her two month residency in Kosice, Karina Marusinska was researching about waste and culture. She wanted to find out, what trash says about the city and its inhabitants as well as which role plays culture in the further European capital of culture. Marusinska connected both topics to an sensible insight view into the society of Kosice and recorded it in the video documentation “power of waste”. Also, she wrote several letters to key players in the city (major, dirctor of Kosice 2013 etc.) to ask for building up trash bins for culture all over the city.

Ghenadie POPESCU

On May 13 – 14. 2011 the 11th Wheelbarrow Olympics (Hung: “Talicskaolimpia”) took place in Hosszúhetény, a Hungarian village close to Pécs. This event is dedicated to the wheelbarrow, so sport events as well as cultural events connected to this vehicle took place. As this is one of Ghenadie Popescus favourite tools, naturally he also took part – not in the competitions, but with a unique sculpture, exclusively designed and built for this event (link).

Jarek SEDLAK

Young Czech architect, born in Brno, working with public space. Lived in Finland, Tampere and in Netherlands, Amsterdam. In 2010 was working in Prague, in Office Po and Vasi/Architekti in Brno.
During his residency in Chisinau, in collaboration with Oberliht Association, Jarek Sedlak has produced a work composed of 500 flowers that were planted on the square from Bucuresti str. 68, restricting this way the transport circulation on the square and keeping it free of cars during one day (link). He has also coordinated a workshop for local artists and architects that resulted in a series of proposals for the Bucuresti 68 square (details here).
