<p>Ce este Arta Angajată Social? Vă invităm să cunoaștem studii de caz și de implicare a artiștilor, curatorilor și muncitorilor din sfera culturii în situații ce vizează transformările sociale de la noi și din regiune, să discutăm despre temele și modalitățile lor de lucru. <p>Filmul <b>AUTOPCITY</b> este un documentar investigativ ce exploră un oraș în derivă. Un grup de cercetători, teoreticieni, arhitecți, sociologi, activiști urbani și artiști vizuali au investigat procesele de transformare și planificare urbană, care au avut loc în oraș înainte și după proclamarea Independenței în 1991.<br />
Filmul vorbește despre efectele negative suferite de partea de jos a orașului vechi în urma construcției bulevardului Cantemir, despre necesitatea revendicării spațiilor publice care sunt lăsate să degradeze pentru a fi scoase din domeniul public și ulterior privatizate, și despre riscul pentru nucleul vechiului oraș de a fi afectat de noul plan de dezvoltare urbană.</p>

<p>Despre <b>Art Prospect Intensive în Artă Angajată Social</b></p>
<p>Art Prospect Intensive este un program educațional care încurajează schimbul de experiență și dezvoltarea metodelor inovative în sfera artei angajate social pentru a facilita colaborarea între artiști, organizații sociale și comunități în vederea soluționării unor probleme locale. Șaisprezece artiști și curatori din Armenia, Azerbaidjan, Belarus, Georgia, Kazahstan, Kârgâzstan, Moldova, Tadjikistan, Ucraina și Uzbekistan au fost aleși în baza unui apel de participare. Art Prospect Intensive include seminare cu artiști internaționali experimentați și curatori ce practică arta angajată social precum și workshop-uri practice rezultate din proiecte colaborative în parteneriat cu organizații sociale, inițiative și instituții culturale din Odesa și Chișinău.</p>

Fondată în anul 2000 și bazându-se pe o experiență îndelungată ca actor cultural independent, Asociația &#8220;Oberliht&#8221; are scopul de a interconecta scenele artistice dispersate și de a forma o comunitate artistică, utilizând spațiile publice. Asociația are ca scop să ofere suport tinerilor artiști și să contribuie la dezvoltarea lor personală. Ea dezvoltă și menține platforme interdisciplinare și proiecte ce vizează conectarea atât a inițiativelor locale de artă și cultură contemporană cît și a celor internaționale și pledează pentru un sector cultural puternic și independent în Republica Moldova și în regiune.</span></p>

<p><strong>AUTOPCITY</strong> is an investigative documentary that explores a drifting city. A group of researchers, theorists, architects, sociologists, urban activists and visual artists investigated the processes of transformation and urban planning, which took place in the city before and after the proclamation of Independence in 1991.<br />
The film talks about the negative effects suffered by the lower part of the old city after the construction of Cantemir Boulevard, about the need to claim public spaces that are left to degrade to be removed from the public domain and subsequently privatized, and about the risk to the old city core of being affected by the new urban development plan.</p>

<p>The Art Prospect Intensive supports the exchange of expertise and development of innovative methods to facilitate collaboration between artists, social organizations, and the community to address local problems and issues. The program includes intensive seminars by experienced international artists and curators in the field of social practice art as well as practical workshops resulting in collaborative projects in partnership with social organizations, initiatives and cultural institutions in Odessa and Chisinau.</p>

Founded in 2000 and based on rather long working experience as an independent cultural actor, &#8220;Oberliht&#8221;; aims to interconnect dispersed artistic scenes and build an artistic community making use of public spaces. The Association aims to provide support to young artists and contribute to their professional development. It develops and maintains interdisciplinary platforms and projects aiming to connect the local and international contemporary art and culture initiatives, and advocates for a strong and independent cultural sector in Moldova and in the region.</span></p>
<p><span style="color: #999999;"><strong> Open Place</strong> &#8211; defines itself as a social agent in the public space that questions the limits of knowledge and struggles with the ignorance manifested in the social and creative processes in the community. The platform tries to redefine the notion of institution, its bases, the models of relationships and interactions between curators, artists and society.</span></p>

<p><span style="color: #333333;">Între 18 și 25 martie, un grup de studenți și lectori de la Univeristatea de Arte din Zurich, Departamentul Artă și Media, au explorat Chișinăul în colaborare cu studenții Academiei de Muzică, Teatru și Arte Plastice din Chișinău și membrii Asociației Oberliht.</span><span id="more-4603"></span></p>
<p><span style="color: #333333;">Expoziția prezintă rezultatele unei cercetări de o săptămînă și schimb prin medii, abordări și atitudini artistice diverse. Cu trecutul și prezentul său divers și complex, cîteodată confuz, cu poziția sa intermediară între Europa de Est și Vest și un aspect urban atît de bogat în detalii, Chișinăul în mod natural se oferă unei explorări multifocale și experimentale prin artă. </span></p>
<p><span style="color: #333333;">Unicul principiu de ghidare al proiectul a fost de a nu ezita de a concepe o idee și a o realiza în mod rapid, improvizat și spontan: reflecție în acțiune. Prin urmare, expresia „Mă voi gîndi la asta deseară” a fost des auzită fie că discuția era despre Chișinău sau alte lucruri, artă sau expoziția de la final – nici un moment de întrerupt, nu e timp de pierdut! Lucrările artistice care au fost produse în acest fel se preocupă printre altele de particularitățile arhitecturale, cazinou-uri și anunțuri publicitare comerciale, terenuri de joacă locale și viața din interiorul hotelului Cosmos.</span></p>

<p><span style="color: #2f4f4f;">From March 18 to March 25, a group of students and lecturers from the Zurich University of the Arts, Department of Arts and Media, explored Chisinau in collaboration with the Academy of Music, Theatre and Fine Arts Chisinau and Oberliht Association. </span></p>
<p><span style="color: #2f4f4f;">This exhibition presents the results of the week-long research and exchange through various media, approaches, and artistic attitudes. With its diverse, complex, and sometimes confusing past and present, its intermediate position between western and eastern Europe, and its cityscape so rich in detail, Chisinau naturally lends itself to multifocal, experimental explorations through the arts. </span></p>
<p><span style="color: #2f4f4f;">The only guideline of the project was not to hesitate, to grasp an idea, and to realize it in a fast, if improvised and spontaneous way: reflection-in-action, as it were. Thus the sentence &#8220;I&#8217;ll think about it tonight&#8221; was often heard whenever talk was of other things than Chisinau, art, and the exhibition–no time to interrupt, no time to lose! The artworks that were produced in this way deal with, among others, architectural particularities, casino and commodity advertisements, local playgrounds, and the inner life of hotel Cosmos.</span></p>

<p><span style="color: #333333;">In cadrul proiectului SPACES / programul de rezidenta CHIOSC, intre 17 august &#8211; 1 septembrie 2012, la invitatia Asociatiei Oberliht, la Chisinau se vor afla trei colective de arhitecti din orasele Brno (Cehia), Tbilisi (Georgia) si Bucuresti (Romania). Cu aceasta ocazie un cinema in aer liber va fi instalat linga APARTAMENT-ul DESCHIS (</span><a href="http://chiosc.oberliht.org/apartament/" target="_blank">http://chiosc.oberliht.org/apartament</a><span style="color: #333333;">) unde va fi prezentat un program de proiectii de film in relatie cu spatiul public.</span></p>
<p><span style="color: #333333;">Drept parte a programului de proiectii una din seri va fi dedicata subiectului demolarii din zonele urbane. Sintem in cautarea unor filme care documenteaza acte ale demolarii infaptuite in diverse contexte, regimuri politice sau ideologice, conditii economice sau sociale, care au dominat in trecut sau domina in prezent si astfel contribuie la formarea noilor identitati urbane.</span><span id="more-1795"></span></p>
<p><span style="color: #333333;">Facem apel catre directorii de film din toata lumea, profesionisti sau amatori, sa contribuie prin a trimite filme la tema demolarii in zonele urbane. Filmele pot avea orice format sau dimensiuni. Pentru ca ducem lipsa de timp va rugam sa ne transmiteti lucrarile online printr-un serviciu cum ar fi vimeo.com, wetransfer.com, trasnfer.ro sau altul. Vom fi bucurosi daca ati putea sa ne sugerati si filme ale altor autori pe care sa le putem prezenta public.</span></p>
<p><span style="color: #333333;">Nu este un festival sau competitie. Filmele vor fi proiectate cu scopul explorarii naturii spatiului public si identitatii sale schimbatoare. Daca doriti sa contribuiti si daca filmul vostru se va potrivi temei noi il vom include in program. Evenimentul este unul non-profit si acceptind sa luati parte la acesta ne oferiti acordul vostru de a-l proiecta gratuit in perioada anuntata mai sus.</span></p>

<p><span style="color: #2f4f4f;">In the frame of SPACES project / KIOSK residency program, between August 17 &#8211; September 1, 2012 Oberliht Association will host in Chisinau three architects&#8217; collectives from Brno (Czech Republic), Tbilisi (Georgia) and Bucharest (Romania). An open air cinema will be installed next to FLAT SPACE (</span><a href="http://chiosc.oberliht.org/apartament/">http://chiosc.oberliht.org/apartament</a><span style="color: #2f4f4f;">) and a program of films related to the public spaces in different cities will be screened.</span></p>
<p><span style="color: #2f4f4f;">As part of the screening program we would like to dedicate one evening to the topic of demolition in urban areas. We are interested in films documenting acts of demolition in various contexts, as a result of dominant past and new politic or ideologic regimes, economic or social conditions that led to the act of demolition and thus produced new urban identities.</span></p>
<p><span style="color: #2f4f4f;">We call all professional and amateur filmmakers from over the world to contribute by sending us your film related to the topic of demolition in urban areas. It can be in all sizes and formats. Due to the short time we prefer to receive the films trough online services like vimeo.com, wetransfer.com, transfer.ro and others. Also if you have suggestions on films we could screen publicly we will be happy to receive them.</span></p>
<p><span style="color: #2f4f4f;">This is not a festival or competition. The screenings are organized in order to explore the nature of public space and its constantly changing identity. If you want to contribute to this initiative and your film fits the subject we will be happy to screen it. The screening is a non profit event. By agreeing to participate you agree to give us the rights to screen your film free of charge during the announced period.</span></p>

<p><span style="color: #000000;">În discuție vom prelua drept punct de plecare activitățile întreprinse în cadrul proeictului CHIOȘC ca ulterior să ne axăm asupra proceselor de transformare urbană din Chișinău înregistrate pe parcursul ultimelor două decenii, efectelor produse de aceste transformări asupra vieții publice, și conotațiilor lor ideologice.</span></p>

<p><span style="color: #000000;">Lansarea catalogului CHIOȘC va fi urmată de proiecția filmului OCHIUL CARE VEGHEAZĂ PRAGA (OKO NAD PRAHOU), dir. Olga Špátová, 2009 / Cehia / 78 min.</span></p>
<p><span style="color: #000000;">O poveste extraordinară despre Jan Kaplicky – un arhitect elegant și foarte pasionat, cu o viziune clară asupra viitorului, care are de înfruntat o luptă crîncenă în Praga. Filmat timp de 3 ani în Marea Britanie, Cehia și Italia filmul ne transmite o istorie impunătoare despre una dintre cele mai emoționante personalități din lumea arhitecturii. Cel mai mare proiect al său nerealizat, noua Bibliotecă Națională din Praga înseamnă totul pentru el.</span></p>
<p><span style="color: #000000;">Ochiul care veghează Praga este un proiect radical, pasionant și cu mult înaintea timpului său pentru a provoca reacții contraversate. El prezintă reîntoarcerea în propria țară a unui emigrant de origine cehă, vindicarea filosofiei sale directe și de necompromis, și un final tragico-poetic al carierei sale remarcabile.</span></p>

<p><span style="color: #000000;"><a href="http://chiosc.oberliht.org"></a>În urma seriei de proiecte cu titlul INTERVENȚII (2006-2008) Asociația Oberliht a lansat, în 2009, proiectul CHIOȘC, întruchipat în APARTAMENTUL DESCHIS – un punct de informare cultural şi o platformă publică pentru participare, care oferă continuitate acțiunilor realizate anterior și se prezintă drept alternativă instituțiilor de cultură moștenite din perioada comunistă. Instalat pe un mic segment al teritoriului municipal, strecurat printre maşinile care ocupă în mod agresiv trotuarele, APARTAMENTUL DESCHIS joacă rolul unui agent activ caracterizat prin implicare civică conform unui model »de jos în sus«, interpretând angajamentul cultural ca acţiune socială şi generând, astfel, cultură critică. Activităţile desfăşurate în cadrul acestuia ţin de cele mai importante aspecte ale relaţiei cu spaţiul care îl înconjoară, una dintre preocupările majore fiind problema spaţiului public. Într-un sens mai larg, proiectul oferă premisele pentru o analiză a realităţilor culturale, sociale şi politice ale uneia dintre suburbiile Europei.</span></p>

<p><span style="color: #2f4f4f;">An extraordinary tale about strongly passionate and elegant architect Jan Kaplicky with a clear vision of the future who has the biggest fight on his hands in Prague again. Shot over three years in the UK, Czech and Italy tells the powerful story of Jan Kaplicky, one of the most emotional figures in the world of architecture. His greatest unrealized architectural achievement, the new National library in Prague means the world to him.</span></p>

<p><span style="color: #2f4f4f;"><a href="http://chiosc.oberliht.org"></a>Following the series of projects titled INTERVENTIONS (2006-2008) Oberliht association launched the KIOSK project in 2009. Embodied in FLAT SPACE – a cultural information point and a platform for public participation, it aims to provide continuity to the previously organized activities and offer an alternative within a cultural sector dominated by institutions inherited from the Communist period. Installed on a tiny segment of municipal ground, squeezed in between cars aggressively taking over the sidewalks, FLAT SPACE plays the role of an active agent of bottom-up civic involvement, understanding cultural engagement as social action capable of producing a critical culture. The activities built around it address, in its immediate surroundings, the urgent question of public space. In a broader way the project offers the basis for the analysis of the cultural, social and political realities of one of Europe’s suburbs.</span></p>

Tytułowy kiosk to struktura architektoniczna, obiekt inspirowany standardowym mieszkaniem Mołdawskiej SRR. Wobec niemożności oficjalnego, publicznego prezentowania sztuki tzw. podziemia, w latach 70. i 80. popularne stało się &#8220;wystawianie&#8221; w prywatnych mieszkaniach. Dzisiaj, moduł ten wyjęty z kontekstu osiedla, bloku przez artystę Stefana Rusu i umieszczony na jednym z placów w Kiszynowie- stolicy Republiki Mołdawii w sposób symboliczny przenosi dyskusję z mieszkania w przestrzeń publiczną. Jako otwarta galeria jest miejscem animowania i prezentowania projektów artystycznych, punktem dystrybucji informacji kulturalnej, platformą do spotkania i rozmowy. <p><span style="color: #2f4f4f;">CHIOSC / KIOSK exhibition is the result of collaboration between Interdisciplinary Actions Studio at the Academy of Fine Arts in Katowice with the curator and president of Young Artists Association Oberliht from Chisinau, Vladimir Us. The eponymous “FLAT SPACE” is an architectural structure inspired by the standard flat in Moldavian SSR. Given the impossibility of open, public exhibition of the artistic underground, in the 1970s and 80s it became popular to host art exhibitions in private homes. Today, this module is removed from the context of block of flats and housing estate by the artist Stefan Rusu and placed on one of the squares in the Moldovan capital Chisinau, thus symbolically taking the discussion from the flat into public space. As an open gallery, it is a place for animating and presenting artistic projects, cultural information point and a platform for meetings and talks. The exhibition will present several projects created for and around FLAT SPACE.</span></p>

<p><span style="color: #2f4f4f;">At a time when FLAT SPACE existed only as a file in the drawers of the city administration, the activities anticipating the KIOSK project were already taking place. INTERVENTIONS2  (2007) – consisting of a series of exploratory walks through the city as a means of documenting, with the help of photography, places of power and control, processes of gentrification, the invisible and left over spaces or non-places – was followed, in 2008, by INTERVENTIONS3, a new edition which involved more than thirty participants from several European countries who were invited to reflect on the processes that have been shaping Chisinau’s public space. This particular activity, organized as an artist-in-residency program and consisting of walking tours, public presentations, screenings and other events, resulted in a series of ephemeral interventions throughout Chisinau and its suburbs, transforming the city into a plateau for research, a space for production and exhibition, where the artists could meet and interact with the public.<br />
The general concern with the public space issue enhancing both projects’ objectives and the need to influence the existing public policies and local authorities to extend the access to public space and allow its less restricted usage have prepared the ground for a more permanent structure to be installed in the city (excerpt from KIOSK catalogue, Chisinau 2011).</span></p>

<p><span style="color: #2f4f4f;">When several years ago artists and theorists began to deal with the influence of the quickly spreading capitalism that was paving the way for holders of private property, and analyze its consequences within the urban (post-socialist) space, in some cases the kiosk was seen as the man in the street’s answer to the radical economic changes taking place in Eastern Europe. Small-scale private enterprise markets taking various forms (kiosks, vendor tables, stools, fridges, cars etc.) invaded the streets and public spaces, becoming the arena for a new citizen-driven economic model within the regulated capitalist environment.</span></p>

POSSIBILITY OF THE CITY / FOUNTAIN CIT</strong>Y<br />
Between 4 and 12 of July 2009, Croatian artist Tonka Maleković took part as artist in residency in the frame of KIOSK project, in Chisinau, initiated by Oberliht, young artists association. For this occasion she developed a project POSSIBILITY OF THE CITY in collaboration with Moldovan artist Ion Fisticanu.</span><br />

<p><span style="color: #2f4f4f;">Influenced by the artwork of Ion Fisticanu (“Cities on the roof of my house / INTERVENTIONS3, 2008”), Tonka Maleković connected his idea with her own preoccupations about how to develop relationship with the public space through the play, imagination and improvisation, in direct participation. Therefore, she proposed Ion collaboration, expanding the frame of the original work by positioning it within the wider concept and inviting more people to join in. The idea was simple: to walk, to observe, to play, to construct improvised constellations representing cities using the materials found on the spot, on various locations all over the city of Chisinau.<br />
Rethinking the public space and one’s relation towards it, very often makes the basis of the work of Tonka Maleković. Possibility of the City project continues along this line. On metaphorical level it speaks about the city as a possibility, and its citizens as creators of the new urban realities. (excerpt from Oberliht Supplement | SoE, July 2009).</span></p>

FOUNTAIN. RECONSTRUCTION FROM THE PROJECT FROM NOW TILL TODAY</span></strong></p>
<p><span style="color: #2f4f4f;">“Reconstruction of a construction. Critical reconstruction. (Re)construction for now.”</span></p>
<p><span style="color: #2f4f4f;">The project by Ewa and Paweł reconstructs a fragment of a dilapidated fountain in Chisinau (the location is not without significance), which will dissolve with time and again reveal a certain lack. The form made of soap reconstructs the missing part not so much provisionally as temporarily. It fills a gap in the form – not just an aesthetic object, but on the symbolic level – in the system it represents.<br />
Persistence of systems, all of which have a touch of utopia “eroded” with time by the rapid current of life, proves momentary. In the words of Zygmunt Bauman, u-via replaces u-topia, and the temporality of the proposed reconstruction is “the collapse of long-term thinking”, by Małgorzata Szandała</span></p>

MOLDOVA?</strong><br />
More than the object itself, what interested me was the place where it is located. I began an intense “exploration” of Moldova, recording this process in photography and pencil. These activities lead me to the home of Ms Nona who comes from Moldova. However, I had a long and surprising journey before I got there.</span></p>

MIRROR SPACE</strong><br />
I am showing the FLAT SPACE model fully covered in mirrors – it is my response to being asked for a comment on the reality of Moldova. I am aware that any artistic expression of the living conditions in an unfamiliar place can be easily interpreted as empty demagogy. Snatches of information from many different sources are hardly sufficient to form an opinion of the situation in a foreign country. What information reaches us, creates an image of a country in the period of political and mental transformation, with typical accompanying problems. Currently, mostly due to the development of the Internet, the changes are becoming faster and generate new expectations. For me this is the source of the manual interface of these ambitions that FLAT SPACE is.<br />
The mirrored object in one of the squares in Chisinau will by itself comment on the surroundings.</span></p>

POWER TO FLOWERS</strong><br />
… 500 flowers in a real fight against 20 cars at least<br />

During his residency in Chisinau, in collaboration with Oberliht Association, Jarek Sedlak has produced a work composed of 500 flowers that were planted on the square from Bucuresti str. 68, restricting this way the transport circulation on the square and keeping it free of cars during one day. This allowed the ordinary users of the square to project their own ideas for the suddenly free place, making space for imagination and play.</span><br />

<p><span style="color: #2f4f4f;"><strong>Bartek Skrzyczek [PL]</strong><br />
My project on the socio-political situation in Moldova takes the form of game simulation. Black background with military symbols (tanks, grenades, guns) sized 440 × 280 cm has been divided by dotted lines into 40 × 40 cm squares. There is interaction on the board: each wallpaper square corresponds to one Moldovan ornament.<br />
As an individual I have no way of changing world politics. Actually, I have little influence even on my immediate surroundings. The possibility of change is just a wish. I would like any person to be able to decide their fate, shape and creatively criticize reality. The awareness of potential change is in itself a change.</span></p>
<p><span style="color: #2f4f4f;"><strong>Lesław Tetla [PL]</strong><br />

The project “…” is connected with resident lists/intercoms located at the entrances to blocks of flats. Due to personal data protection regulations, residents choose if they want to make their names public or not. As a result of their decision to remain anonymous, many lists are composed mostly of empty spaces with flat numbers. While documenting intercoms at housing estates in many cities I came across a meaningful example. On a long list with just flat numbers there was only one name – J. Nowak. As it is the most common name in Poland, it means just as much as another number. For my project I consulted the statistics of most common last names in Poland and Moldova.</span></p>
<p><span style="color: #2f4f4f;"><strong>Vladimir Us [MD]<br />
STEFAN CEL MARE BOULEVARD</strong><br />
Stefan cel Mare si Sfint Boulevard, which stands today for the main boulevard in Chisinau, is a research project through which I would like to reveal the names that this particular street had in the past, thus unveiling the past and present mechanisms that stay behind the process of writing the history. The name of Stefan cel Mare si Sfînt was attributed to this street in 1990, when Republic of Moldova became an independent state after the fall of the Soviet Union. In the process of research I found out that this particular street has changed its name at least seven times, changes that were operated under different regimes in the past.</span></p>

LARGE PANEL</strong><br />
The idea behind „Large Panel” is to draw attention to details in blocks of flats built of prefabricated concrete panels, which usually go unseen by the residents accustomed to their presence and character. The interiors photographed were constructed in a way that defies craftsmanship and common sense. They create a dream-like and surreal atmosphere. Photographs arranged into imperfect collages filled with detail express the absurd nature of the spaces portrayed.</span></p>

KIOSK / PLASTIC GARDEN</strong><br />
I am familiar with the activities of Oberliht Association and FLAT SPACE as public platform for participation from Chisinau mostly from stories. Moldova seems quite an exotic country to me. My works are directly inspired by the images that form my source of information about this place. One of them is the photograph of FLAT SPACE model, which functions as the unofficial logo of this space. Another is a newspaper photograph documenting the “Plastic Garden” action. Turning these images into paintings allows me to come in touch with the subject and familiarize the form in my own artistic language.</span></p>
<p><strong><span style="color: #2f4f4f;">WIND PROTEST</span></strong><br />

<p><span style="color: #2f4f4f;">Wind Protest is initially an artistic intervention connected to the April 2009 events that took place in Chisinau. It was realized by Diana Arosio, Helen Brandt, Felix Reisbeck and Vladimir Us and was presented in the FLAT SPACE. The work itself makes reference to the freedom of expression and access to information. The public was invited to write their statements, opinions and feelings related to 7th of April events down on a piece of cloth that were presented later publicly in the balcony of the FLAT SPACE. The intention of this work is to communicate differently, more effectively and without violence.<br />
In 2011 inside the balcony at FLAT SPACE the works of 8 of March Public Action [MD], Campaign for supporting the GHOST Pavilion of Republic of Moldova [MD], Art Workers Coalition, 1969 [US], artistic groups focAR [RO] (Alina TUDOR and Razvan NEAGOE) and Monotremu [RO], artists Dan Perjovschi [RO], Janos Sugar [HU] were presented.</span></p>
<p><span style="color: #2f4f4f;"><strong>CULTURAL INFORMATION POINT AT FLAT SPACE</strong><br />
In connection to the [oberlist] mailing list, which covers the arts field with different regional focuses, the Cultural Information Point offers news and announcements from various European countries. Open calls for artistic projects, artist in residency programs, art news, and announcements for local cultural events are regularly displayed there.<br />
[oberlist] is an electronic free of charge service that is offered to artists, curators, cultural workers, managers and activists, policy makers, art lovers etc. from both Eastern and Western Europe but also Black Sea and other regions in the world thus establishing premises for future cooperation in Europe. <p><span style="color: #333333;"><a href="http://chiosc.oberliht.org"></a>Expoziția “B68 – zonă liberă / spațiu de artă” prezintă cîteva proiecte și idei concepute de un grup de tineri artiști și arhitecți din Chișinău. Pe această cale urmărim să oferim chișinăuienilor un exemplu cum ar putea scuarul din str. București 68 să acomodeze diverse activități, pentru a deveni, ulterior, un loc cu adevărat public.<br />
Expoziția a fost realizată în urma atelierului condul de Jarek SEDLAK, tînăr arhitect din Brno, Republica Cehă, ca parte a proiectului Shaping the New.<br />
Lucrările pot fi văzute pînă la data de 27 iunie 2011, ulterior acestea urmînd a fi prezentate în orașul Kosice din Slovacia, selectat pentru a fi Capitala Culturală Europeană în 2013.</span></p>
<p><span style="color: #333333;">Cu ocazia acestui eveniment vă invităm să vizitați blog-ul B68 – zonă liberă / spațiu de artă (<a href="http://bucuresti68.wordpress.com" target="_blank">http://bucuresti68.wordpress.com</a>) unde veti putea afla mai multe despre situația acestui scuar și evenimentele care urmează a fi organizate în el.</span></p>

</strong>Spre deosebire de orașele din europa de vest, Chișinăul a beneficiat de spații publice deschise și accesibile. Perioada de tranziție ce a urmat declarației de independență a Republicii Moldova avea să modifice radical această situație. În general, se observă o tendință a statului de a se retrage de la menținerea spațiului urban și de a renunța la menținerea altor servicii publice.<br />
În urma procesului de privatizare, care s-a petrecut în lipsă de transparență și în afara unui control, suprafața spațiilor publice a fost redusă drastic, determinând dispariția multor locuri cu o menire publică, cum ar fi terenurile de joc, parcurile și grădinile din zonele rezidențiale. La fel a avut de suferit infrastructura culturală și cea destinată sportului – unele stadioane au fost demolate, iar altele au fost transformate în piețe sau parcări pentru mașini. Acest lucru a fost urmat de o reducere a spațiilor verzi în favoarea unor noi blocuri destinate pentru oficii, birouri și locuințe private.<br />
În acest context, lipsită de resurse și din cauza situației sale încă nesigure, autoritatea publică locală se poziționează mai curînd în calitate de negociator între interesul public și interesul investitorului privat, deseori aprobînd scenarii care transformă spatiul public urban într-un platou reprezentativ pentru puterea politică sau într-un paravan publicitar pentru posesorii de capital, în consecință fiind excluse multe alte grupuri subreprezentate.</span></p>
<p><span style="color: #333333;">În urma acestor procese scuarul din str. București 68 din Chișinău a fost transformat și el într-o parcare de mașini ilegală, iar funcția sa publică pare să nu mai fie relevantă și nu mai figurează în agenda zilei a autorităților publice locale.</span></p>
<p><span style="color: #333333;">Existenta unor spații libere de economie și de control statal, unde lucruri de importanță publică să fie discutate de către cetățeni, încă reprezintă o condiție necesară pentru democratizarea societății. Astfel că rolul nostru ar putea fi cel de încurajare a inițiativelor civice în vederea păstrării spațiilor publice și menținerii accesibilităţii lor pentru comunitate, prin reconfigurarea lor în niște platforme care să răspundă unor scopuri educaționale, de acțiune socială, care să conecteze oamenii și să contribuie la formarea unor rețele, să încurajeze dezbaterile publice și să identifice soluții pentru conflictele existente.</span></p>

<p><span style="color: #2f4f4f;"><a href="http://chiosc.oberliht.org"></a>“B68 – free zone / art space” presents few ideas conceived by a group of young artists and architects from Chisinau. Our intention is to present to city dwellers various examples how the square situated on Bucuresti str. 68 could start hosting different activities in order to become a true public space.<br />
The exhibition was realized as a follow up of the workshop led by Jarek SEDLAK, young architect from Brno, Czech Republic, in the frame of Shaping the New project.<br />
The proposals are on view till June 27 2011. They will also be presented in Kosice, Slovakia, selected as European Cultural Capital 2013.</span></p>

<p><span style="color: #2f4f4f;">The evening will end up with a screening of 2 videos about Orange Alternative in Poland.</span></p>
<p><span style="color: #2f4f4f;"><strong>Bucuresti str. 68, Chisinau<br />
</strong>Unlike cities from Western Europe, Chisinau benefited of open and accessible public spaces. The transition period following the declaration of independence of Republic of Moldova was going to radically change this situation. There is a general tendency of the state to withdraw its involvement in the maintenance of the urban space and to give up other public services.<br />
Further to the privatisation process that lacked transparency and took place without any control, the public spaces area was dramatically reduced, which lead to the disappearance of many spaces with public functions such as playgrounds, parks and gardens in residential areas. Cultural and sports infrastructure was also altered – some sports grounds were demolished and others were turned into markets or car parks. It was followed by a reduction of green areas in favour of the new buildings for offices and private flats.<br />
In this context, lacking resources and due to a yet uncertain situation, the local public authority rather positions itself as negotiator between public interest and the interest of the private investor, often endorsing scenarios turning urban space into a representative field for the political power or into an advertising board for capital owners, thus excluding many other under-represented groups.</span></p>
<p><span style="color: #2f4f4f;">As a follow up the square situated on Bucuresti Street 68 in Chisinau has turned into an illegal parking zone for cars, while its original public function doesn’t represent an interest to the local public authorities and is not present on their agenda anymore.</span></p>
<p><span style="color: #2f4f4f;">The existence of spaces free of economy and state control, where matters of public importance are discussed by citizens still represent a prerequisite to the democratisation of society. Therefore, our role should be that of encouraging civic initiatives with view to preserving public spaces and maintaining them available for the community, by reconfiguring them into platforms, which may answer to educational purposes, of social action, which may interrelate people and contribute to the formation of networks, and encourage public debates, and identify solutions for existing conflicts.</span></p>

<p><span style="color: #333333;">In perioada <strong>7-14 mai 2011</strong>, la Chisinau va avea loc atelierul ‘bucuresti 68 – zona de arta libera’ condus de Jarek SEDLAK, tinar arhitect ceh nascut in Brno. El a locuit in orasele Tampere, Finlanda si Amsterdam, Olanda. Anul trecut a lucrat in birourile de arhitectura PO din Praga si VASI/ARCHITEKTI din Brno, Cehia. In prezent il preocupa proiectele pentru spatiul public, unul dintre care a fost realizat sub forma unei interventii in orasul Pardubice din Cehia si avea titlul de ‘Living room / Camera de zi’:</span><br />

<p><span style="color: #333333;">Atelierul ‘bucuresti 68 – zona de arta libera’ este organizat in cadrul proiectului “Shaping the NEW” care consta intr-un schimb de resedinte intre orasele Brno/Cehia, Chisinau/Moldova, Kosice/Slovacia, Pecs/Ungaria si Wroclaw/Polonia: </span><a href="http://chiosc.oberliht.org/2011/03/28/shaping-the-new-workshop/">http://chiosc.oberliht.org/2011/03/28/shaping-the-new-workshop/</a></p>

<p><span id="more-751"></span><span style="color: #333333;">In cadrul atelierului va fi abordata problema spatiilor publice din Chisinau cu un accent pus pe scuarul din str. Bucuresti 68, cu intentia transformarii acestuia in Zona de Arta Libera.<br />
La acest moment scuarul din str. Bucuresti 68 este transformat intr-o parcare mono-functionala. Prin intermediul atelierului vom incerca sa identificam si sa propunem noi functii publice pentru acest scuar.<br />
Atelierul va fi organizat in citeva etape: calatorii in oras, discutii colective, lucru individual urmat de o sesiune de evaluare la finalul atelierului.<br />
Propunerile finale trebuie sa fie eficiente in raport cu un buget de productie redus.<br />
Atelierul va fi condus in limba engleza. Traducerea in romana va fi asigurata partial.</span></p>

&#8211;        expediati Curriculum Vitae si indicati datele de contact (email, telefon fix, telefon mobil, daca este cazul) sub forma unei anexe.<br />

<p><span style="color: #333333;">Stockholm, 7 aprilie 2011. Joi, 14 aprilie, ICR Stockholm organizează la sediul său o conferinţă pe tema planificării şi dezvoltării urbane, având în focus oraşul Chişinău. Conferinţa va începe cu o serie de prezentări susţinute de <strong>Emil Druc</strong>, Ambasadorul Republicii Moldova la Stockholm, <strong>Vladimir US</strong>, curator, asociaţia Oberliht (Chişinău), precum şi <strong>Thomas Lundh</strong> şi <strong>Joachim Granit</strong>, de la Centrul de artă Färgfabriken. Conferinţa va continua cu o discuţie panel la care vor participa reprezentanţi ai instituţiilor suedeze <strong>City Planning Office</strong>,<strong> Office of Regional Planning</strong>, <strong>KTH Royal Institute of Technology</strong> şi <strong>Swedish Institute</strong>.</span><span id="more-724"></span></p>
<p><span style="color: #333333;">La baza prezentării stă proiectul <strong>New Urban Topologies</strong>, iniţiat în octombrie 2010 la Chişinău de către Färfabriken, în colaborare cu asociația Oberliht. <strong>New Urban Topologies</strong> a constat dintr-o serie de discuţii, întâlniri şi ateliere despre viitorul dezvoltării urbane al capitalei Moldovei. Printre participanţii la proiect s-au numărat arhitecţi, artişti şi politicieni moldoveni, precum şi reprezentanţi ai mai multor instituţii suedeze responsabile de planificarea urbană (City Planning Office,  Office of Regional Planning şi KTH Royal Institute of Technology). O a doua etapă s-a desfăşurat la Minsk, tot în luna octombrie 2011.</span></p>

<p><span style="color: #333333;">Aceste întâlniri şi dezbateri sunt sintetizate în publicaţia <em>New Urban Topologies: The Chisinau and Minsk Experience</em>, care prezintă ideile participanţilor pe teme precum clădirile ecologice, transportul în comun şi pieţele ca spaţii de întâlnire şi exprimare artistică. Publicaţia cuprinde eseuri şi prezentări de proiecte şi interviuri cu oficiali din administraţia oraşelor Chişinău, Minsk şi Stockholm, dar şi cu locuitori obişnuiţi ai celor trei capitale.</span></p>
<p><span style="color: #333333;">Proiectul Chişinău: Viziuni despre un oraş în schimbare face parte din strategia ICR Stockholm de a prezenta publicului suedez aspecte ale vieţii de astăzi din Republica Moldova.</span></p>
